The Ministry of Transport has responded to the emergency situation generated by the DANA by relaxing the rules on driving and rest times for transporters. This exceptional measure will be in force from 29 October to 10 November, and seeks to guarantee supply and logistics in the most affected areas, especially in Andalusia, the Valencian Community and Castilla-La Mancha.

New Driving and Rest Regulations for Transporters

The Ministerial Resolution establishes that driving and rest limits will be temporarily adapted for affected carriers. These modifications seek to reduce operational difficulties and allow for greater response capacity in the areas impacted by the DANA. The changes are as follows:

• Daily driving: The maximum allowed goes from 9 to 11 hours.
• weekly driving: The limit is increased from 56 to 60 hours.
• Biweekly driving: Increases from 90 to 102 hours.
• Minimum daily rest: Reduced from 11 to 9 hours.
• weekly rest: It is permitted to postpone the start beyond six 24-hour periods.

Areas and Services Covered by Flexibilization

The flexible schedules will apply to all transport operations that pass through the affected autonomous communities, or partially, as well as to any transport operation of goods from any point in the country whose objective is to supply the affected areas. This ensures that essential products arrive quickly to the areas that require urgent assistance.

Impact of the Measure on the Transport Sector

This measure affects approximately 30.000 long-distance freight transport vehicles, which are part of the Spanish national fleet and which have experienced difficulties due to flooding and traffic restrictions. The relaxation seeks to mitigate the negative impact that the DANA has had on the supply chain and the transport sector in general.

Background to the Flexibility in Road Transport

This is not the first time that the Ministry has taken such a measure. Earlier this year, a similar regulation was passed in response to roadblocks caused by protesting farmers. Such decisions reflect the adaptability of transport regulations in times of crisis, facilitating supplies without compromising road safety.

Next Steps and End of the Measure

The flexible hours will end on November 10, after which the usual driving and rest limits will be applied again. The Ministry of Transport will continue to evaluate the situation and, if an extension of these measures is necessary, a new resolution will be issued.
