The European Commission has decided to extend the deadline for the mandatory installation of second generation smart tachograph on vehicles engaged in international transport. This measure, agreed with the Member States, sets a new deadline of February 28th 2025, granting an additional period of educational learning for affected carriers and operators.
New date for the mandatory installation of the smart tachograph
Initially, the Mobility Package The European Commission set 31 December 2024 as the deadline for replacing analogue and digital (non-smart) tachographs with second-generation ones in vehicles engaged in international transport. However, various circumstances have led the European Commission to postpone this obligation until February 2025.
Reasons for delay: production and workload in workshops
The decision to postpone the deadline is due to:
- Delays in production of the new smart tachograph.
- Overwork in installation workshops, which has prevented the necessary updates from being completed in a timely manner.
According to official estimates, up to 15% of vehicles those forced to make the replacement have not yet been able to do so, which represents approximately 100.000 trucks registered in Spain and over one million in Europe.
What does the educational learning period entail?
Between 1 January and 28 February 2025, the regulations will not provide for penalties for operators who have not yet modernised their tachographs. During this period, the priority will be:
- Raising awareness on the new obligation.
- Promote completion of pending updates without penalties.

Chronology and upcoming deadlines of the Mobility Package
- Until the 28 of February of 2025: Educational period without penalties for vehicles with analogue and digital tachographs.
- As of March 1, 2025: Strict application of regulations for international transport.
